ARTICLES OF
INCORPORATION
ALL MEMBERS ARE REQUIRED TO
READ THIS CAREFULLY.

ARTICLE
1
SECTION
1 - NAME
This
association shall be known as the Ohio Girls Barrel Racing Association. It shall be a non-profit organization in
accordance with the laws of the State of Ohio.

SECTION
2 - PURPOSE
The
O.G.B.R.A. has been formed for the following purposes:
A.
To popularize and maintain the cloverleaf barrel race as a main event in
the horse shows and rodeos in the State of
B.
To encourage more girls to participate and revive the color and glamour
of the original
cowgirl.
C.
To create better contestant-management relations.
D.
To make charitable contributions to worthy causes.
ARTICLE
2 - OFFICERS
The officers of the association shall be elected at the Fall meeting by a majority vote. The term of said officers shall be to hold office until their successors are elected and qualified. The officers shall be President, Vice-President, Secretary, Treasurer, Point Secretary, Bulletin Editor and seven (7) Trustees {four (4) elected by the membership, Pee Wee Director, Publicity Director and Past-President}. If Past-President is re-elected, then six (6) Trustees with three (3) elected by membership.
SECTION
1 - PRESIDENT
The
President shall preside at all meetings of the Association and with the
Trustees, will conduct the business of the Association in accordance with the
rules of the Association. She will be ex
officio member of all committees. The
President, if not re-elected, shall automatically become a member of the Board
of Trustees for one year following her term in office.
SECTION
2 - VICE-PRESIDENT
The
Vice-President shall perform all the duties of the President in case of the
President’s absence or disability. In
case both the President and Vice-President are absent or unable to perform
their duties the Trustees may appoint a President Pro Tempore. The Vice-President is in charge of year-end
awards and the banquet and shall appoint a committee to work under her
direction.
SECTION
3A - SECRETARY
The
Secretary shall keep and safeguard all minutes of the association. She shall have the power to approve barrel and
pole classes. She shall send all members
a set of rules by the Spring meeting. She shall be responsible for informing
members of all events with proper notice.
She shall get proper release of members under the age of eighteen (18)
years. At the end of her term she shall
deliver all records to her successor.
SECTION
3B - TREASURER
The
Treasurer shall keep and safeguard all financial books of the association. She shall make all payments by check and mail
to the membership a financial report after the Spring Meeting, June, September,
and at the Fall Meeting. At the end of
her term she shall deliver all records to her successor.
SECTION
4A - POINT SECRETARY
The
Point Secretary shall be responsible for all points awarded to the members and
place such information in the monthly newsletter.

4B - BULLETIN EDITOR
The
Bulletin Editor shall be responsible for the publication of the monthly
newsletter.
SECTION
5 - PUBLICITY DIRECTOR
The
Publicity Director shall cooperate with all agencies to promote barrel racing
in the State of Ohio. She shall use all
available resources to encourage interest among non-members and assist in
dispensing information to them.
SECTION
7 - TRUSTEES
The
Board of Trustees shall consist of seven (7) members. The President is ex officio. If the majority of Trustees are present on a
raised question, they are authorized to act.
Any Trustee may also fill any vacancy among the officers by
appointment. All officers and trustees
may vote at meetings except for the President, who votes only in case of a tie,
as a tie-breaker.
ARTICLE
3 - BI-ANNUAL MEETINGS (SPRING AND FALL)
SECTION
1
There
will be two (2) regular meetings a year.
One (1) meeting in the Spring and one (1) in
the Fall. Any member who has qualified
for an award failing to attend the annual Fall meeting without a valid excuse
approved by the Board of Trustees will be dropped from the standings and the
award used at the discretion of the officers.
The President must have received said excuse no later than twenty-four
(24) hours after the Fall meeting. The rules and by-laws of the association
shall be annulled or amended at a meeting of the membership.
SECTION
2 - SPECIAL MEETINGS
The
President or any two (2) of the Trustees may call a special meeting of the
Board at any time or at any place provided that all of the trustees are given
notice of the meeting ten (10) days prior to the date of the meeting. Committee meetings to be called as needed to
execute that particular event’s business.
ARTICLE
4
1. All girls regardless of age
or residence are eligible for membership in the Ohio Girls Barrel
Racing Association.
2. The parent or guardian of all minors shall sign
a release.
SECTION
1 – DUES
Membership
dues are payable PRIOR to competing in an O.G.B.R.A. approved class to begin
accumulating points for that show season.
Point
accumulation will be compiled from November 1 to October 31 of each year.
A
$35 Family membership will consist of members 18 years and under or dependents
in higher education or handicapped dependents.
A $25 Single membership/individual.
A $10 Pee Wee membership for girls and boys 10 years and under as of
January 1st.
Any
new member joining after August 31st pays $15.00 for the remaining
year.
Beginning
in 1999, anyone
obtaining $300.00 or more in sponsor support receives a free single membership
for that year.
Beginning
in 2000, any member recruiting two new members (not immediate family) receives
a free single membership for that year.
SECTION
2 - PENALTIES
1. Any member who shall make herself a
nuisance by constant fault-finding or is found to be
dishonest,
may be dropped from the membership or penalized at the discretion of the Board
of
Trustees.
2. An O.G.B.R.A. member should conduct
herself at all times in a manner so as not to cast
reflection
upon the association or herself. Any
unruly or unlady-like conduct will be brought
before the Board and they will
fine the member $50.00. Until said fine
is paid, member may not ride in any approved event. Therefore, she cannot earn points during this
period. She has two (2) weeks to pay
such fine. If the fine is not paid
before the deadline, points must start over after the fine is paid.
4. The
disputes or protests will be referred to the Board of Trustees. A written protest must be
accompanied with $25.00 per protest to
an officer of the association within five (5) days of the incident. The postmark will serve as validation of the
date requirement. If the protest is found
correct, the money will be refunded. If
not, the money will be put in the association’s treasury. The Trustees have
seven (7) days to settle the protest.

Unless otherwise ordered by a majority vote of the
membership present, the order of business at the regular meetings shall be as
follows:

ARTICLE 6
The Board of Trustees must approve any club expense
over $50.00, with the exception of year-end awards.

GENERAL RULES
1. Any girl who complies with O.G.B.R.A.
rules may ride in any OPEN approved class.
2. Points shall begin after dues are
paid. Any member in good standing shall
be eligible for
points. Points will be awarded only in O.G.B.R.A.
approved classes to the top six (6) members in each of the divisions. Divisions will be determined by one-second
intervals. The fastest time EVEN if set
by a non-member will set the divisions for the class.
Points will be awarded on the basis of highest
placing member, following members will receive points
in descending order from six to one on qualified runs, regardless of how many
are in the division.
In case of a tie, the two point
values are added together and divided in half for each girl.
Example: Tie for 3rd & 4th
will be 4 pts. + 3 pts. = 7 divided by 2 = 3.5 points
for each girl.
3. Points shall follow the rider. Multiple horses may be exhibited . . . if a
member places on more than one horse in the 3-D, points will be awarded to each
division but only one horse per division.
4. The Point Secretary must receive results of an approved
event within two (2) weeks of the date of the show, otherwise points will be
forfeited. There shall be one (1) month
after the membership has had point notification to protest and/or correct
points for that approved event.
5. For an event to be eligible for
O.G.B.R.A. approval the O.G.B.R.A. Secretary must receive the completed approval sheet not less
than two (2) weeks prior to the date of the event. Membership
must be notified no later than ten (10) days prior to that event.
6. No two (2) shows may be approved on the
same day.
7. During an approved event all
contestants must comply with O.G.B.R.A. rules and any additional rules specified by the governing committee or
grounds.
8. During an approved event, the O.G.B.R.A. Board of Trustees
may withdraw an entrant for the following reasons:
A. Being under the influence of alcohol.
B. Rowdyism
C. Altercation or quarreling with judges,
O.G.B.R.A. Trustees, or the governing committee.
D. Mistreatment or excessive abuse of horse on
grounds.
E. Foul language.
GENERAL
RULES (continued)
9. In an approved O.G.B.R.A. event all
contestants are required to wear tailored shirts, polo shirts, or sleeveless western style shirts (no novelty T-shirts
or tank tops). Acceptable shirts must have collars attached and must be tucked
in pants. (Tailored crop tops are
acceptable.)
Dress pants or neat looking western
cut jeans (no frayed or patched jeans).
Suitable footwear
must be
worn. (Western boots
or heel down shoes.) No ball
caps. Unless otherwise specified, western hats and/or chaps
are optional. In case of bad weather,
suitable outer wear is acceptable. A $10 fine to those people
who don’t wear proper OGBRA attire if they place.
10. No hitting the horse in the head from
timer to timer.
11. O.G.B.R.A. event entries shall close at
the discretion of the entry taker. Entry
fees must be paid in cash, no
entries may be charged. Late entry fees
shall go into treasury if the purse has already
been figured. Late entry shall be
included for points.
12. O.G.B.R.A. payback will follow the
payback schedule attached to these By-Laws.
Pee Wee classes: $1.00 of entry
fee remains with O.G.B.R.A. for
year-end awards.
13. Contestants are allowed in the arena between a performance, providing there are no objections from the show
committees, but are not allowed to enter the arena to practice during or after
a class is set-up for O.G.B.R.A. classes.
14. If
default should occur due to management of a show, the contestant will be given
a re-run.
15.
No re-runs for broken equipment.
16. If you
run a pattern and the timer fails, your second run is for time only, as long as
rider stays on pattern. When a rerun is
needed, the rider will get their preference as to when the rerun will be made
in the class. In the event that
the timer fails to operate and cannot be repaired, all contestants for that
event must ride again using two (2) stopwatches. There will be one (1) official watch, the second watch will be for a back-up. Members must not disturb the timekeeper while
an event is in progress.
17. O.G.B.R.A. requires the time to be called
after each run.
18.
Two different family members (as listed by membership unit) may use the
same horse, BUT the same horse cannot place twice in the same division in a
given class. For example: a child rides the same horse as a parent, but
both cannot win points or money in the same division. It would be acceptable, for one to win money
and points in the 1D and the other one in the 2D under the rider’s name.
19. Unless $100 or more is added to our classes, multiple shows
per show committee, will be limited to three (3) per season at the same
location.
20.
Tractor and tool must be available to drag the arena at a minimum of
every 10 runs (more often if ground conditions warrant).

These
general rules pertain to all events:
Barrels and Poles.
Failure
to understand the rules will NOT be accepted as an excuse.
BARREL
RACE RULES
1. Barrels will be set up according to the
size of the arena.
2. The time of the event will begin as the
horse’s nose passes over the starting line.
The time stops as the horse’s nose
passes over the finish line.
3. Every barrel knocked over is a five (5)
second penalty added to the total time.
4. Contestants can hold a barrel up.
5. Barrels must be 55 gallon metal drums,
guards may be used.
6. Barrels must be marked, in some
fashion, where set so that when they are knocked down or
moved to
drag … the barrel can be replaced exactly where it was set.
POLE
BENDING RULES
1. Six poles placed 21 feet apart. First pole is to be 21 feet from the starting
line, arena permitting.
2. A horse may start from either the right
or left side of the first pole and then weave the remainder of the pattern accordingly.
3. If any pole is knocked over, the contestant will receive a
five (5) second penalty per downed pole.
4.
NO TIME if the contestant fails to stay on pattern.
This consists of no backing or turning around or
falling off the horse.
5. Poles must be marked, in some fashion,
where set so that when they are knocked down or
moved to drag … the pole can be
replaced exactly where it was set.

PEE WEE DIVISION
This
division shall be known as the Pee Wee Division by the O.G.B.R.A. and will be
governed entirely by the officers of said association. All rules of this division shall be the same
as the O.G.B.R.A. rules with the following exceptions:
1. Pee Wee may compete in O.G.B.R.A. shows
where this division is offered.
2. Pee Wee classes will be open to all
girls and boys 10 years and under (age as of January 1st).
Beginning in 1998 -- Boys (10 yrs.
& under) may sign up as members and accumulate points.
3. Points shall be kept separately by the
Point Secretary. Points will be awarded
only in O.G.B.R.A. approved
classes to the top six (6) members only!
There will be six (6) points
maximum awarded for each approved
class. Points will be awarded on the
basis of the highest
placing, following members will receive points in descending
order from six to one on qualified runs.
If a class should have five (5) entries or less, points will be awarded
by the number of
riders in that class. Example: If 3 riders, points will be 3,2,1.
In case of a tie, the two point

Example: Tie for 3rd & 4th will be 4 pts. + 3 pts. = 7 divided by 2 = 3.5 points for each.
4. The Pee Wee Division will have a
Champion and Reserve Champion. To
qualify for
All-Around Champion, a person must be in the Top Ten
of the Pee Wee Barrels and
Pee Wee Poles.
5. $1.00 of
Pee Wee entry fee will be retained with money going toward
year-end Pee Wee awards.

RULES PERTAINING TO THE MIDWEST MATCHES
1. There will not be a show approved the
week-end of the Midwest Matches.
2. At
the Match Barrel Race, O.G.B.R.A. shall be represented by their Top Ten Barrel
Racers plus an alternate [taken from the 3D Open Barrels starting with all 1D qualifiers, then 2D qualifiers and last 3D qualifiers]. Any member who participates as a team member
at the Matches will receive the Match Award at the O.G.B.R.A. Awards
Banquet. The value of the Match Award
will not exceed $15.00.
3. If Ohio should win the Matches, the
money will be distributed as follows:
A. All club money will be paid back (entry fees,
etc.)
B. The remainder will be equally divided between
the ten (10) girls.
4. If a tie should occur between two or more girls to make up
the Top Ten, a run off will take place at the next scheduled show during the
Ladies class. Girls will be placed in
order by their run’s time.
5. No points will be given for any runs
made at the Matches.
6. $550 will be set aside in the Treasury for the Midwest Match
Races: $400 Match Team entry fee plus
$40 for the alternate’s Match entry fee.
$110 to be divided by the eleven team members and
applied to their stall fees.
7. If the club has funds, they will pay fuel
expenses for one (1) car going to the Midwest Match
meeting in March.
8. Point cut-off for the Match Team will
be six (6) weeks prior to the Match date.
9. The eleventh person in the standings
will be taken as an alternate to the Midwest Matches
and that
girl’s expenses are to be paid and award presented just like any other Top Ten
team member.
10.
If you are one of the Top Eleven in the 3D Open Barrel standings on the
point cut-off date, you have seven (7) days to make a decision/commitment to
participate on the Ohio Match Team by written form and/or phone call to the
President.

YEAR-END AWARDS GUIDELINES
A. AWARDS and YEAR-END BANQUET
The Awards Banquet will be held after the last show of the season and after the Vice-President and her committee have had sufficient time to prepare. Awards are distributed to each division in the 3D classes and the Pee Wee Division separately as follows:
Year-end treasury, sponsor money, and prizes will be distributed into the classes per the total number of entries that ran in each class for the year.
The 3D classes: 50% of the class fund will go to the 1st Division, 30% to the 2nd Division, and 20% to the 3rd Division. The number of awards to be distributed will be determined by the season’s average number of entries per class and on the following table:

The Champions of each class and of each division will receive a 10% bonus of the class divisional monies before the point values are figured. Then counting the number to be recognized, the points will be assigned a point value based on the individual class and division earnings. This will result in points having a cash value per division for year-end awards. The O.G.B.R.A. Awards Committee will decide on how the cash is disbursed to point earners, such as purchasing products, issuing checks or combination of both to the winners.
DONATIONS
------ All awards donated for year-end
awards valued at $100.00 or more must be
donated in writing or be in the possession of the
Vice-President by June 1st.
All
monies are kept separate throughout the year by Divisions (Open & Pee Wee)
and by event (Barrels and Poles) by the Treasurer. [Note:
Pee Wee monies are kept separate and distributed separate from Open
Division funds.]
It
is an O.G.B.R.A. tradition that each member shall obtain a $25 sponsorship or
donation for the Year-End Awards. Any awards
donated to a specific person or division are totaled
in with the other awards, unless the award is not to be presented. (Example:
If a family member wishes to purchase an award, but does not want that
award to be figured in with the other awards, then the award is not brought or
presented at the Awards Banquet.)
In
case of a tie for Champion of any event, it will go to the rider that placed
highest number of 1st places (equating to 6 point earnings)
throughout the show season.
B. Guidelines will be re-evaluated in the
case of lack of funds.
C. If awards are mailed, cost of postage $10 will
be deducted from the award value prior to mailing.
D. Members are responsible for making
arrangements to pick up awards within 10 days after the banquet or the awards
become property of OGBRA.
C. SPECIAL AWARDS
Sportsmanship,
Rookie-of-the-Year, Most Improved, and Best Dressed will receive an award value
not to exceed $25.00.

OGBRA does
not break ties. Example: in the event of
two exhibitors running the same time, add the tied placings

If only one of the tied placing has money, then evenly split it. Knock
downs are a 5 second penalty. IFnot enough to fill a
division, Divide unpaid payback between those placing in that division.
